CellGuy - try this:
i'm assuming that you're using Windows 7
1. Open Administrator Cammand Prompt
2. Type or paste: shutdown /i Remote Shutdown dialog box (Shutdown.exe)

If you're using older version of windows
To restart or shut down a remote computer and document the reason using the command line
1.Click Start, click All Programs, click Accessories, and click Command Prompt.
2.
Type shutdown /[r|s] /m /[f] \\ComputerName /c "Comment" /d [u|p] <xx>:<yy> and then press ENTER.

Try IP address instead of name. If it doesn't work see if you can ping the server, if you can't it would not work.
